Purpose & Need

The proposed Program improvements are located on a segment of Interstate 91 (I-91) that provides access to Route 15 (Wilbur Cross Parkway), Interstate 691 (I-691), and East Main Street in the cities of Meriden and Middletown. All three highways in the Program area consist of a complex system of mainline lanes, weave sections, and ramp connections that form the I-91/I-691/Route 15 Interchange.

This I-91/I-691/Route 15 interchange is a critical link for passengers and freight in the Northeast regional transportation network, connecting the I-84 and I-91 corridors between southern New York and Connecticut to points north in Massachusetts and beyond. The Program will:

  • Reduce traffic congestion to achieve a Level of Service (LOS) D or better by 2030.
  • Improve safety associated with crashes caused by congestion and weaving.

The purpose of these projects is to address traffic operational and safety concerns associated with capacity, congestion, and weaving. The proposed improvements are outlined under its specific project Phase.
